What’s the difference between these two polarizers?

The color of the Hoya’s filter boxes indicates the type of coating present. If I’m not mistaken, green-boxed Hoya C-PL filters are standard, uncoated filters whereas blue-boxed Hoya C-PL filters are multi-coated.
A filter is a foreign addition to your lens therefore you should look for the best filters available to minimize its presence. Coatings typically prevent flares, ghosts, and color casts. It’s advisable to stay away from the green-boxed budget range of filters. In fact, if you’re serious about quality, neither are recommended — you shouldn’t consider anything below HMC Super filters. But, if you’re on a budget, go with blue range of Hoyas.
On another note: be wary of filters sold on eBay. Only buy from trusted resellers to avoid purchasing counterfeit goods which are quite common.
