Why is a low pass filter connected with the capacitor going straight to ground?

Why not connect it in series with the capacitor and resistor? Is there a special reason it is connected that way to reduce noise or something because it seems like it would still work if you connected it in series fundamentally.
think of just one r and 1 c connected in series across the source and taking the output across the cap.
now analyze it as a voltage divider The impedance of the cap is called Xc and =1/(JWC)
the gain of the voltage divider would be [1/(JWC)]/[R+ 1/(JWC)]
if we multiplied numerator and denominator by JWC
gain = 1/[JWRC+1] where J = sqrt(-1) and W=2*PI*F
you will find that gain = 1 from DC upward in frequency until WRC =1 and as frequency increases beyond that point, for every factor of 10 increase in frequency, gain goes down by a factor of ten.
